Both words: abatement and removal
The two words are used interchangeably, and they differ. Removal takes the material out of the building. Abatement is the broader term: any method that deals with an asbestos hazard, including removal, encapsulation with a sealant, or enclosure behind a new surface. Pages here use the right word for each option, so a written scope means what it says.

How It Works
AHERA survey and lab results
An AHERA-certified Building Inspector samples every suspect material and sends the samples to an accredited lab; Spokane Clean Air's provider list counts six testing laboratories, one of them in Spokane Valley. The report names each material and whether it contains asbestos, and a copy must be posted in a readily accessible and visible area at the work site.
Notice of Intent filed, waiting period observed
If the removal reaches 10 linear feet or 48 square feet per structure per calendar year, a Notice of Intent goes to Spokane Clean Air first. The tier sets the wait and the fee: 3 days and $250 at the smallest tier, 10 days and $500 or $1,250 and up above it, 10 days and $250 for any demolition.
Containment, negative air, removal by L&I-certified workers
The work area is sealed, a filtered negative-air unit keeps it at lower pressure than the building, and the material is wetted before it is removed and bagged. Washington L&I sets who may do this: workers complete a 32-hour Asbestos Worker course and pass the exam at 70% or higher; supervisors complete a 40-hour course and document 1600 hours of qualifying work.
Clearance and manifested disposal
After the material is out, the area is cleaned and air clearance sampling is taken before the containment comes down. Bagged and labeled waste leaves under a disposal manifest that records where it went; in Spokane County the Graham Road Landfill is the destination for ash and demolition debris. The manifest and the survey report stay with the property file.
Local Knowledge That Matters in Spokane
Spokane's housing is old enough that asbestos questions are routine. The city's median construction year is 1961; 68.3% of its 102,834 housing units were built before 1980, and 26.2% before 1939. A landlord scraping a ceiling between tenants is on the wrong side of the rule; Spokane Clean Air's own note is that if no survey has been performed, it is likely that asbestos requirements are not being met.

Spokane County's rules for those properties are in writing: hazardous waste can be present among the fire debris, including asbestos-containing material and heavy metals like lead, and the transfer stations cannot accept any demolition building materials from the fires without a clean asbestos test. Season matters only on the outside of the house. Siding removal and whole-structure demolition are outdoor jobs, and Spokane's cold, snowy winters push that work toward the warmer months. Interior abatement runs all year: containment is built inside and the wetting and bagging happen in a sealed room, so ceilings, floors and pipe wrap come out in January as readily as in July. A survey and a Notice of Intent take the same 3 or 10 days regardless of weather, so a spring exterior job can be papered while the ground is frozen.

What is the difference between abatement and removal?
Removal takes the asbestos material out of the building; abatement is the broader term for any method that addresses the hazard. Abatement includes removal, but also encapsulation, which seals the material under a coating, and enclosure, which builds a new surface over it. A written scope should say which is proposed for each material, because price, disposal and the survey record all differ.
Does homeowners insurance cover asbestos removal?
It depends on the policy, and this site cannot answer for yours. Policies differ in what they cover and exclude. Read the policy's exclusions and its sections on pollutants and renovation, then ask the carrier in writing before work is scheduled. Is asbestos dangerous if left alone?
The EPA's guidance is that material in good condition that will not be disturbed should be left alone. The concern is disturbance: asbestos-containing materials may release fibers when they are disturbed, damaged, removed improperly, repaired, cut, torn, sanded, sawed, drilled or scraped. Hence the EPA's do-not list: don't dust, sweep or vacuum debris that may contain asbestos, and don't saw, sand, scrape or drill holes in it.
